If by "best Chinese food in town" you mean "horrible Chinese food where no one should eat; don't bother with any sort of ethnic food restaurant anywhere around SLO because there are only a few good restaurants in the entire area anyway and they aren't ethnic at all".

We have a ya hala! greek resturant that makes me giggle and ho mei Chinese resturant here in Denver. Would never consider eating there. I did see a Phuket Pho place in Sf a while back.

Been 18-20 years since I ate there at times when I was in college at Cal Poly & it was pretty good back then. Overall ethnic restaurants do struggle a bit in SLO.
More of a BBQ or Pizza type town.
