Can they? You mean legally? No. Do they? Yes. But not in any way that you have to worry about. They don't try to get in a cipher just to bust people for possession, but if they're going to be trying to take down dealers undercover they're probably going to have to use at some point. Doing some kind of drug is used as a trust-building exercise by some dealers as a threshold test of whether or not someone might be a cop and/or informant, or at least has been employed by a few pipe-hittin' type cats I've known. Obviously it's not terribly effective, 'cause any serious undercover vice unit knows enough to get around the drug tests, but your average fuckaround cop maybe not so much, and knuckleheads on probation/parole for drug offenses (undesirable associates) have to test weekly usually.
